2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

The procurement falls outside the scope of application of the directive: Yes

3. Explanation
Award further to Framework Mini competition exercise using the CPC framework agreement for Building Cleaning (via Lot 14, Yorkshire). Award fully in line with Framework procedure, terms and conditions and access arrangements as published. The University is a member of CPC and as such is able to use the Framework agreement, in line with Collaborative Procurement principles.
