   3. Explanation
          This is a Direct award via the SUPC Software Licencing Agreement (SLRA) Framework Agreement ITS4042SU and it is fully in line with the Framework Terms and Conditions and Framework access and user arrangements as published in the Buyers Guide and as per the Framework. The University is a member Institution of the North Eastern Universities Purchasing Consortium (NEUPC) and as such is listed as able to utilise the Framework Agreement, in line with collaborative Procurement. The value is under threshold. This is a transparency award notice.
