3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   Integral to the research and development being undertaken by the University of Leeds is the requirement for an advanced slurry processing system based on plasma technology at the National Pig Centre. N2 Applied is the only company currently evidencing their ability to create, install, commission and maintain a bespoke, research-led, slurry processing system. This uniquely designed, technologically advanced monitoring system is capable of achieving a high level of accuracy, capturing all data for subsequent analysis to meet the University's world class research environment.
