   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   The National Centre for Atmospheric Research, hosted by the University of Leeds, operates a research aircraft from Cranfield University Airport. This contract is awarded for the provision of airport handling services and aircraft fuel to be provided by Cranfield University Airport, there is no other supplier on the site who could provide these services to the research aircraft.
