3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   This contract is for the retrofit of specialist Art Gallery storage and display drawers supplied by Glasbau Hahn to the University in 2008. The drawer units are of museum standard and will be retrofitted with glass tops to enable storage and viewing of small and fragile textile items. An example of one of the collections to be supported by this retrofit is the International Textile archive which is an important collection that is currently not easily accessible to researchers.

The existing scheme of gallery drawers was uniquely designed in 2008 by Glasbau Hahn and these are being refurbished/retrofitted for accessible, secure display of textiles. This is a specialist bespoke product, constructed to museum sector standards. The specialist knowledge of Glasbau Hahn of the existing drawers scheme means it is not possible to get comparison quotes for the specialist refurbishment.Glasbau Hahn are the only company capable of retrofitting these drawers which they uniquely designed for the University.
