lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
This notice covers the migration of an existing system to a vendor managed cloud. It would be impossible, on technical grounds, for a different operator to effect this migration. Furthermore, the internal resource required to move to a different system ahead of a migration to a cloud solution means that fair competition would not be possible without a high level of risk to the ongoing operation of the university.
